ACI stands for Advance Commercial Information. According to the regulations of Canadian Customs, all goods arriving in Canada or transiting to other countries through Canada must be declared to Canadian Customs 24 hours before shipment, which is very similar to AMS in the United States.


Entry summary declaration ENS

ENS stands for Entry Summary Declaration. This is the EU customs advance manifest rule. Since 1 January 2011, the EU has enforced the "advance declaration of manifest" rule for all cargo heading to (all goods imported into the EU) or passing through (all goods in transit, all goods in transit, all goods not unloaded on board, etc.) EU ports. This rule applies to all 28 EU Member States, as well as Norway, Switzerland, Turkey, etc.

PCS stands for Port Congestion Surcharge. In order to make up for this cost loss, shipping companies will charge shippers port congestion surcharges.


What should I do if the surcharge is omitted?

In practice, when most enterprises sign contracts with freight forwarders, the shipping price is usually just a conventional agreement. When the financial personnel receive the invoice and details of the Sea Freight, they will find more miscellaneous charges. If the enterprise finds that the surcharge of maritime cargo is not declared, it should take remedial measures in time:


(1) In the stage of import goods not yet released, if it is found that the surcharge on Marine goods has not been declared, it shall take the initiative to collect relevant certification materials to explain to the Customs, apply for changing the contents of relevant price declaration in time, and pay the corresponding taxes in arrears.


(2) If, after the import goods have been released, it is found through self-inspection that the surcharges on Marine goods have not been declared, it may apply to the Customs of the place of declaration or the Customs of the place of registration for voluntary disclosure in accordance with the Regulations of the People's Republic of China on Customs Inspection and the Announcement of the General Administration of Customs on Matters Concerning Voluntary Disclosure of Tax-related Violations to correct the wrong declaration and payment of tax.
